Custom Forge app vs Marketplace: when to build and when to buy

Jira Cloud teams face the same build-vs-buy question every quarter: install a Marketplace app, or commission a custom Forge app? The wrong call wastes license budget or burns engineering months. The right call is usually obvious once you write down constraints.

Buy from Marketplace when

  • The problem is common (time tracking, test management, advanced roadmaps-adjacent UX).
  • Two or three apps already solve 80%+ of your workflow with configuration—not custom code.
  • You need vendor-maintained security patches and Cloud Fortified signals.
  • Your admins prefer clicking settings over owning a repo.

Validate by installing on a sandbox, importing a realistic project, and timing a real workflow—not a demo GIF.

Build a custom Forge app when

  • Your process is the product: proprietary statuses, compliance gates, or industry data models.
  • You must integrate deeply with internal systems Marketplace apps cannot reach securely.
  • Marketplace options create more admin sprawl than they remove (five apps for one workflow).
  • You need EU data residency / subprocessors under your DPA, not a long-tail SaaS vendor.
  • License seat math exceeds a fixed build + maintain retainer within 12–18 months.

A simple decision scorecard

Score each factor 1–5 (higher = favors custom):

  • Process uniqueness
  • Integration depth with internal systems
  • Compliance / data residency pressure
  • 3-year license cost of Marketplace stack
  • In-house ability to maintain Forge (or budget for a partner)

Average ≥ 3.5 → lean custom. ≤ 2.5 → buy and configure. Middle band → buy for commodity pieces, build a thin Forge “glue” app for the proprietary middle.

Hidden costs on both sides

Marketplace: overlapping apps, brittle automation rules, upgrade surprises, and “it works until the vendor sunsets a feature.”

Custom: discovery, design, Marketplace (if public) review, monitoring, and a human who understands the manifest when something breaks at 17:00 on Friday.

Hybrid pattern we recommend

  1. Buy commodity capabilities (e.g. test management) from strong vendors.
  2. Build a small Forge app for the workflow that makes your company different.
  3. Integrate out to HubSpot, ERP, or data warehouse with explicit contracts—not Zap spaghetti.

Discovery sprint outline (1–2 weeks)

  • Map the real Jira workflow with two power users and one sceptic.
  • List Marketplace candidates with install counts, review velocity, and last release date.
  • Spike one Forge module against a sandbox site.
  • Produce a build/buy recommendation with cost bands and risks.
